Bicyclists and cars sharing the streets

I don't mind people riding bicycles on the street.  Sometimes.  However, there are times when it is simply stupid to ride bicycles on the street.  Such as, when there are a lot of cars on the street.

Why am I so unfeeling towards bicyclists?

Don't they have every right to use the streets, just like cars do?

Well, in a word, NO.

OK, maybe I could see a way for them to have the RIGHT to use the streets.

The bicycle itself could be licensed, and thus pay fees, and thus help to maintain the roads of the municipality.

The bicyclist themselves could be licensed, and thus pay fees, and thus help to maintain the roads of the municipality.

And then, if said bicyclist were breaking any laws of the road, they could be identified and ticketed, just like a driver of a car could be.

And even then, bicyclists should not be allowed on the roads during high-traffic car times.  They simply do not go fast enough to keep up with traffic.

Unless a simple test were devised, which would test the ability of the bicyclist to maintain traffic speeds for a specified distance.  Let's say, 30 miles-per-hour for one mile.

Then the bicyclist would be allowed to wear, perhaps, a simple armband, which would designate them as capable of not being a nuisance on the road.
